What does this referendum do?

Republican-led states including Texas, North Carolina, and Missouri redrew congressional maps mid-decade at President Trump's urging, adding several new GOP seats nationally. Florida has held a special legislative session on redistricting but has not yet enacted a new map.

California was the first Democratic state to respond — voters approved a redrawn congressional map through a similar referendum process. Virginia is now following the same approach, putting the question directly to voters.

In response, Virginia's Democrat-controlled General Assembly drew a new congressional map and passed a constitutional amendment. A YES vote gives them permission to use it — replacing the bipartisan Redistricting Commission's current map.

A NO vote keeps the existing commission-drawn districts in place for 2026.

✅ If YES wins

The General Assembly's redrawn map takes effect for the November 2026 congressional elections. Virginia's 11 districts are redrawn based on the map passed by the Democrat-controlled legislature.

🚫 If NO wins

The current commission-drawn districts remain in place. The 2026 congressional elections proceed on the existing map approved after the 2020 Census.
